The agreement was made between the Bulgarian Chief Labour Inspectorate and the GLA after discussions held at the British Embassy in Bulgaria.

The agreement was proposed as a result of incidents investigated by the GLA in which Bulgarian workers claimed they had been mistreated by British employers, Bulgarian agents and intermediary companies.

The agreement should make it harder for all to avoid labour legislation. The two governments also agreed to share information.

The GLA suggested the deal could serve as a model for other countries hoping to stamp out the abuse of migrant labour.
